Adva-forum: Topic creation

Change topic create form so that topic can be assigned to different boards (with manage rights), if no rights, then the topic is assigned to the board user is currently using.
Change topic update form so that topic can be moved between boards, again, if user has manage rights to do it.
These options should not be visible when forum has no boards.
