Make the "set up database" spec work

A call to
system "rake db:drop --silent; rake db:migrate:all --silent"
is not silent at all, see spec/controllers/admin/install_controller_spec.rb
Figure out how this can be silenced.

I've committed a new version of the test without the --silent parameter as the problem is: The --silent option won't work as in a test env after rake the rake from Test::RSpec/Unit is called which has --verbose=silent and not --silent. And the normal rake doesn't know about --verbose=silent.
I also moved the test from install to integration. feels better that place.

Just for reference. I've removed that integration test again today because weird things kept happening and it also is just too verbose.
Got to find a solid solution for this.
