Newsletter: no re-publish for delivered issues

One should not be able to re-schedule/re-publish and issue that already has been published/sent out.

- State changed from “new” to “resolved”
Ok. Now user is not able to re-publish issue.

Clements: Issue shouldn't be editable once it's queued
Priit: It's already fixed by this ticket, so no re-delivery or edit after queued/delivered state.
