display locale should be user-changeable in frontend

since most of the times people/developers will use adva for multilingual sites, there should be a locale/language dropdown in the user-frontend, so site-viewers can switch languages/locales.
at least displaying which locale is currently viewed/selected should be displayed in the frontend.

Hi parasew,
thank you for the report!
We have very simple layout for frontend because it is something we think user wants model to his/her liking through themes and so on. But I think we could have this one on the default layout also, because we support multilanguage content anyway.
I add this to our product backlog.
