Edge case: Error 500 while initializing a new setup

While setting up a site, if you've added one page, but haven't published that page, and then try to access root as an anonymous user and you're running on Postgresql, then you'll get a 500 error because the system tries to do a lookup for user_id = '', which can't be converted into an integer.

Why the system is trying to lookup the user if there's no active session is another mystery.
