no management at all for now. e.g. the default user admin won't appear in @site.users

Hey Tom,
we don't fully understand what this ticket means, but we're planning to:
- make the global users list on /admin/users more useful by only displaying superusers and site admins here (this page is only accessible to superusers)
- make that page actually accessible by putting a link somewhere
- fix the site select for that page (one can't access the site overview from there easily)
- make sure that a user created from /admin/sites/:id/users/new is actually a member of the current site

Still pending:

I'm closing this ticket as we've implemented all the changes listed above.
Also I've added #47 (Invite users to sites) which is currently missing.
