Invite users to sites

A site admin can create a new user account and immediately make the user a member of the site. He also can remove the membership of a user from the site. But he can't make an existing user a site member (which makes sense because we don't want an admin to be able to review a list of all existing users).
So we need a feature for a site admin to invite users to a site.

Allow admins (or account owners) to send invitations to users (already setting their role etc.). User will receive an invitation email and can accept or decline the invitation.
