asset_tag_helpers should scope to the current site for cache expiry

We currently do not change the behaviour of asset_tag_helpers (like stylesheet_link_tag). This means that users can, when using the helpers in their templates, create cached assets files at arbitrary places in public/stylesheets and public/javascripts.

For one thing this is dangerous because the could easily conflicting cached files. Also, it makes cache expiry for these cached files pretty much impossible because Rails apparently does not keep notes about where the files are stored.

A obvious solution seems to be to hook into the helpers and auto-scope the paths to public/cache/[site.host]/stylesheets
