Sites comments overview has problems with permissions

Steps to recreate a bug
- Create a blog
- Set blogs commeting option to 'Comments never expire'
- Click comments tab
Problem
This fails because site does not have any permissions set for the comments. Comment permissions are set on a section and thus should be checked from sections permissions and not from sites.

Quickfix for this was committed as http://github.com/svenfuchs/adva... which works fine for now.
